"Camp William Penn: 1863-1865 was set up exclusively to train black troops enlisted into the United States Army” during the Civil War.  Two were marked for special combat performance: the 6th and 8th USCT. (United States Colored Troops). Cheltenham also served as a major stop on the Underground Railroad.
